BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In Mozambique, WFP supports the Ministry of Education and Culture (MEC), in particular the Department of School Health and Cross-Cutting Issues, in consolidating and scaling up the National School Feeding Programme (PRONAE). PRONAE is a home-grown school feeding programme that provides nutritionally diverse meals to primary school students, with food procured locally. It encompasses a comprehensive package of activities, including nutrition education, school gardens, and the promotion of gender equality.
Over the past decades, WFP has played multiple roles in supporting PRONAE, combining the direct implementation of complementary school feeding programmes to expand coverage, capacity strengthening of government institutions at central and decentralized levels, and the provision of dedicated technical assistance to enhance operational guidance, institutional frameworks, and policy.
The technical assistance and capacity strengthening provided at the national level requires strong multi-stakeholder and interdisciplinary coordination, as well as effective management of technical and operational aspects of programme implementation. These efforts contribute to strengthening the sustainability and resilience of government systems, enabling PRONAE to reach more students and their families and communities.
ACCOUNTABILITIES/RESPONSIBILITIES:
The role of the Consultant is to provide strategic and technical support to WFP and MEC in the implementation of the Technical Assistance framework for school feeding, including multi-stakeholder engagement. The role will contribute to improving programme performance, strengthening systems and processes, and advancing the national school feeding agenda through high-quality analytical, advisory, and coordination support.
